TIME is an established framework in portfolio management, and it consists of four verdicts over each application: Tolerate, Invest, Migrate, Eliminate. Four words an executive team understands without translation, and that is the entire point: TIME is not an analysis, it is a language decisions can be spoken in.
The verdict requires data. At minimum an owner, a lifecycle status, and an honest look along two axes: how much business value the application delivers, and how good its technical condition is. High value, good condition: Invest. High value, poor condition: Migrate. Low value, good condition: Tolerate, for now. Low value, poor condition: Eliminate, and yes, it hurts, because someone is always fond of it.
When is it worth the money? When there are decisions on the calendar the colours can steer: a round of contract renewals, post-acquisition consolidation, a savings target, or a portfolio grown past the point where one person can hold it in their head. In practice somewhere around thirty to forty applications. Below that, a meeting and a spreadsheet can do the work.
And when is it not? When the data does not exist yet. A TIME colour without an owner and a lifecycle behind it is a coloured spreadsheet, not a decision. Never classify before the owner column is filled; otherwise you are merely producing disagreement in four colours.
The most common failure is treating TIME as an annual wheel: classify in January, forget in February. The verdicts age with every contract renewed and every system bought. The classification is only worth something while it keeps up with reality, and it is the maintenance, not the first pass, that decides whether it pays.
